All-Star Community Awards presented in Dubuque at the Iowa League of Cities 2013 Conference and Exhibit

Jim Ferneau, Burlington City Manager, is recipient of the 2013 IaCMA Manager of the Year Award
Jim has been in Burlington since 2012, and has managed the city through a period of difficult financial times. When he arrived, the city was struggling to maintain reserve balances and was in dire financial straits. He immediately worked with the council to put together a financial plan to finish that fiscal year in the black, necessitating drastic cuts to wipe out a million dollar deficit. After the immediate crisis was over, he took on the task of preparing a financial plan to restore the community to financial health.
Burlington Mayor Jim Davidson stated, “Jim came to Burlington in the spring of 2012 and immediately became engaged in our city and in finding the solution to the financial problems we are having. Jim is intelligent, hard working, a man of great principle, and at the same time very humble. Burlington is blessed to have Jim as our city manager.”
Jim has also worked diligently to repurpose a stalled city redevelopment project and bring it back to taxpaying status. Given the down economy, this has proven a significant challenge, but he has generated private interest in the property while ensuring that any proposals have a net benefit for the community.
Jim is an ICMA Credentialed Manager, and has demonstrated his dedication to the profession by his attendance and participation in IaCMA training events.
Marion City Manager Lon Pluckhahn noted in his nomination of Jim, “It is my belief that through his professionalism and dedication to the well-being of Burlington that he has earned the Manager of the Year award.”
Jim has a BA in Economics with a Business minor from the University of Notre Dame. He earned a Masters in Public Administration from Iowa State University. Jim serves on the Iowa League of Cities Executive Board and Legislative Policy Committee. He is also a member of the Property Tax Reform Subcommittee.

2014 IMMI dates announced
IMMI will be held March 19 – 21, 2014 at the Sheraton Hotel in downtown Iowa City.
